Seafarers’ of any Nationality joining or onboard vessels registered in Antigua and Barbuda, Bahamas, Bermuda, Cyprus, Dominica, Isle of Man, Malta, Liberia, Marshall Islands, Panama, Seychelles, St. Vincent and the Grenadines, U.K. MCA and Vanuatu shall have in his/her possession valid Seafarer’s Identification and Record Book.
Validity of SIRB varies depending on policy of issuing Registry.

Dominica – Expiration of seaman’s book for Officers follow the validity of Certificate of Competency/Endorsement.

Isle of Man - no expiration. Needs replacement when pages of issued seaman’s book are completely filled-up.
Vanuatu - Expiration of seaman’s book for Officers follow the validity of Certificate of Competency/Endorsement.

Officers or ratings serving onboard vessels registered in Dominica, Liberia and Marshall Islands need to apply for Special Qualification Certificates equivalent to their positions and appropriate to the type of tanker vessels. When applied with the seaman’s book, SQCs will be attached therein once released. Special Qualification Certificates applied separately should also be inserted in the book
The Seafarer must show proof of sea service for him to be eligible for the Special Qualification Certificate (SQC) he/she is applying for and must show an equivalent certificate issued by the National Government or training certificate from approved Training center.

Officers joining or onboard vessels registered in Antigua and Barbuda, Bahamas, Bermuda, Cambodia, Cyprus, Dominica, Hong Kong, Isle of Man, Italy, Liberia, Malta, Marshall Islands, Panama, Seychelles, St. Vincent and the Grenadines, Tuvalu, U.K. MCA and Vanuatu should apply for the equivalent ENDORSEMENT or Certificate of Competency of their original certificate issued by their National Government or from a country included in the "White-List".;
A Certificate of Receipt of Application (CRA) / Proof of Application / Acknowledgement of Application / or its equivalent valid for 90 days is being issued by Flag State Registries as proof that Officers have applied for equivalent Flag State Endorsement. It serves as temporary authority for Officers to sail onboard the vessel for 90 days.
Validity of the Flag- State Endorsement or Certificate of Competency follows the validity of the Certificate of Competency issued by the home country.

Application for flag state documents are submitted either by online submission or by hard copies. Releasing time for original Certificate of Competency/Endorsement, Seafarer's Identification and Record Book and Special Qualification Certificates is within 90 days or before expiration of Certificate of Receipt of Application.

• Paper works of Client Manning Agencies are lessened as our company prepares the application forms and the necessary requirements.
• Auriga staff picks up the requirements from Client Manning Agency and will deliver the Proof of Application / Certification that documents are under process.
• Applications are well monitored by Auriga. Follow-ups with concerned Flag-State Authorities are done if applications are not released within the time frame. Clients are immediately informed regarding current status of their applications.
• Auriga ensures that applications and requirements comply with the guidelines set by the Flag State Registries to avoid rejected applications.
• Auriga has daily communication with Flag State Authorities, thus New regulations / procedures regarding documentation can be easily disseminated to Client Manning Agencies.
• Mode of payment – Auriga initially pays the cost of processing for Flag State documents. Billing will be prepared by Auriga after Certifications/Certificate of Receipt of Applications are issued.
• Auriga staff are flexible and can be counted on in case of emergencies.
